Background Information:
This request is to extend the Agreement 218-175 with Bickerstaff Heath Delgado Acosta, LLP., for an additional two (2) years from September 30, 2020, through October 1, 2022, for State Government Relations Services to include additional scope related to the COVID-19 pandemic in the amount of $60,000.
The City has contracted our State Government Relations Services with Bickerstaff since 2018 and have developed a strong working relationship with our primary representative Claudia Russell, and in turn have the opportunity to tap into the firm’s additional resources. During the upcoming Texas Legislative Session beginning in January, Bickerstaff will provide a strong daily presence on behalf of the City amongst our State delegation and State agencies in Austin.
The scope of this contract includes preparing a strategy on how to best position the City’s projects to increase the likelihood of approval of funding during any applicable fiscal year during the term of this agreement, with particular focus on the San Marcos Regional Airport; developing strategic coalitions that will advance the interests, Strategic Initiatives, and Legislative Agenda of the City on the state level; promoting the City's interests on policy matters to elected officials, their staff, and other decision makers; coordinating hearings and meetings to promote the City's interests; and supporting the City in any post-COVID 19 related response/recovery/stimulus efforts at the state level.
