BACKGROUND:  
The Loop 82/Aquarena Springs Overpass Project will construct an overpass at the railroad crossing adjacent to Post Road and improve vehicular and pedestrian mobility, as well as provide a safer crossing at the at-grade railroad crossing close to Post Road.  The project also includes ten foot wide sidewalks where feasible and a water quality pond that will mitigate the increase in impervious cover.  
The purpose of Change in Service #7 is to provide construction phase services for the waterline portion of the project and to provide design services of a screen wall along the perimeter of an existing electrical substation at the Charles Austin intersection.       
The overall bridge project has been bid and awarded to Jordan Foster.  The total construction cost is $20,734,218 and is budgeted entirely within federal and state funds under an Advanced Funding Agreement, Amendment #2 with the Texas Department of Transportation (TxDOT).
An eminent domain hearing was conducted between TxDOT and one of the last property owners on March 31, 2015.  The execution of a Possession and Use Agreement is anticipated by late April.  This will allow the City to continue its last phase of utility relocation at the Mill Street intersection and is anticipated to take 10 weeks for completion.  Construction of the bridge will follow this phase and anticipated to begin in July of 2015.
Staff recommends approval of Change in Service 7.
