Background Information:
The on-call professional services agreement in the amount of $2,000,000.00 with Tetra Tech, Inc., will provide engineering design, bid and construction phase services for the City of San Marcos (City) related to the Wallace Addition Subdivision Improvements.
Tetra Tech, Inc. (previously RPS, Inc. and/or Klotz Associates) has worked on previous projects in the City of San Marcos and was selected from the Qualified Engineering Services solicitation RFQ#221-105.
Since 2017, the City has been working with the Wallace Addition community to identify issues and solutions related to subdivision infrastructure. The project started in 2015 with water and wastewater design along Durango and Juarez Street. In 2017, the City staff held a neighborhood meeting to discuss the water and wastewater project. The citizens raised concerns about excessive flooding.
To understand the issue, the City staff met internally to revise the project scope. Staff executed a contract with the design firm, to prepare a drainage preliminary engineering report (PER) for Wallace Addition subdivision. In 2018 the City finalized the drainage PER and based on the recommendations provided in the report, the Wallace Addition project was divided into two different projects.
Project 1: Wallace Addition Offsite Drainage Improvements project scope included upsizing the storm infrastructure as well as diverting the storm flows around Wallace Addition subdivision so that flooding within the neighborhood can be reduced. This project is at 90% design and will go into construction in 2026. This design work is not part of this professional service agreement. The construction of this phase is estimated +$15M and must be completed prior to starting construction of the subdivision improvements.
Project 2: Wallace Addition Subdivision Improvements project scope includes water & wastewater replacement and storm improvements within the Wallace Addition neighborhood; and street and sidewalk reconstruction required to install the storm improvements. The scope does not include the full reconstruction of streets and sidewalk within the entire neighborhood. The design is expected to be completed in the late 2026.
Both projects mentioned above are required to divert flows around the neighborhood to minimize flooding and to upsize the water and wastewater infrastructure within the neighborhood including some streets and sidewalks.
The preliminary construction estimate for the Wallace Addition Subdivision Improvements is +$12.5 M and will be updated after 30% design. Construction is expected to start after the completion of the Wallace Addition Offsite Drainage Improvements.
