Background Information:

This item is for the approval of additional design engineering services by Cobb, Fendley & Associates for CIP project #C415- Reconstruction of Downtown Alleys, contract number 219-373.

Additional tasks are required to develop design plans for installing a new storm sewer in N. Guadalupe St from Jack’s Alley to E. Hutchison St, replacing the existing E. Hutchison St storm sewer from the west side of N. Guadalupe St to N. LBJ Dr, relocation of overhead electric and telecom/communication lines to underground along Jacks Alley from N. Guadalupe St to N. LBJ Dr and along E. Hutchison Street from N. Guadalupe Street to N. LBJ Dr; repaving for Jacks Alley, N. Guadalupe St from Jacks Alley to E. Hutchison St and E. Hutchison St from west side of N. Guadalupe St to N. LBJ Dr.

The “Reconstruction of Downtown Alleys” is a multi-year phased CIP for the reconstruction of downtown alleys, including drainage improvements and utility replacements as necessary.  This first project will focus on the reconstruction of the alley between LBJ and Guadalupe from Hopkins to E Hutchison St (approximately 450 ft.)   The preliminary design evaluated concepts Identified in the 2018 Main Street Advisory Board/Burditt planning grant for the redevelopment of Kissing Alley.  The use of permeable pavers as part of drainage improvements was also evaluated.

Based upon the changes made to the project limits and scope, a Change in Service is required to prepare construction plans for the Kissing Alley.
