Background Information:
On October 27, 2022, one (1) bid was received for IFB 222-302, Aquatic Invasive Fish & Snail Removal. The purpose of this contract is to remove invasive species of fish and snails from the San Marcos River. Eradication of these invasive species is the preferred goal, if possible, using humane removal methods resulting in a quick kill. The contractor will provide all labor, equipment, tools, materials, supplies, supervision, and other items or services necessary to develop, validate, and implement techniques to control or eradicate these species in the San Marcos River from Spring Lake to Capes Dam. The removal of invasive animals is part of the City’s participation in the Edwards Aquifer Habitat Conservation Plan (EAHCP). This project is being accomplished in accordance with a Section 10(a) permit and funded through the Edwards Aquifer Authority (EAA). Work is expected to commence after January 1, 2023.
Staff recommends award of an annual contract to the lowest responsible responsive bidder, Atlas Environmental located in San Marcos TX in the amount of $16,200. The initial term of the contract will be for one (1) year for the annual amount of $16,200 with options to renew for four (4) additional one (1) year terms; the total for 5 years is $81,000 with an option for a 2% increase on the 2nd year renewal option. Contract renewals may be awarded administratively in the form of an Authorization of Change in Service.
