Background Information:
This resolution authorizes staff to submit an application for a Flood Infrastructure Fund (FIF) in the amount not to exceed $2,500,000, which includes up to approximately $1,875,000 in grant funding and approximately $625,000 in 0% interest loan from the Texas Water Development Board (TWDB) for the Gauges for Phase 2 of City wide Flood Early Warning System (FEWS) Project.
In December 2023, the Texas Water Development Board (TWDB) announced that it was accepting abridged applications for the Flood Infrastructure Fund (FIF). In April 2024, the City of San Marcos submitted fourteen (14) applications, two (2) Flood Mitigation Projects (FMPs) and twelve (12) Flood Management Evaluations (FMEs), ranging from $62,500 to $40,191,392 in value. In April 2025, the projects were ranked by the TWDB and this project was ranked number 25. In September 2025, the TWDB invited the COSM to submit a full application for this project and staff proceed with this application.
The project scope includes project planning for installation of up to 14 additional stream/rain gauges and development of a real time flood warning system throughout the City.
The resolution will be written for approval of up to $2,500,000 to allow for flexibility through the next 6 months as we navigate the application process. If the application is approved, a formal resolution closing the loan will be routed through Council for approval in approximately 6-12 months. Once funding is approved by the TWDB, staff will hire a consultant to assist the City project planning for installation of up to 14 additional stream/rain gauges and development of a real time flood warning system throughout the City.
A resolution from the governing body is required as part of the application.
