During the Planning and Zoning Commission meeting held September 24, 2024, a motion was made by Commissioner Spell, seconded by Commissioner Burleson, to recommend approval of a less intense zoning district, Neighborhood Commercial District (N-CM). The motion carried 9-0.

Recommendation:
Staff recommends approval of ZC-24-03 as presented to Planning and Zoning Commission, a request for Character District 5 (CD-5).
Approval of CD-5 by City Council will require a super majority vote of six council members since the request did not receive an affirmative vote from Planning and Zoning Commission.
Approval N-CM as recommended by the commission requires only a simple majority vote.
Should City Council approve Neighborhood Commercial (N-CM) a Neighborhood Regulating Plan will be prepared and presented at second reading.
