Background Information:

We are requesting approval for a contract with T.F. Harper and Associates, LP, to make improvements at Victory Gardens Park through the BuyBoard purchasing cooperative contract #679-22 for Parks and Recreation Equipment, Products, and Installation. While Victory Gardens Park has had previous improvements, the most recent improvements were completed in May 2013 by adding a new playscape, sidewalks, pavilion and fencing. City staff have recognized the need for further upgrades to maintain the park's accessibility, safety, and overall appeal.

The goal of these improvements is to make the park more accessible and more enjoyable for the Victory Gardens Neighborhood.

 

Key Improvements:
The improvements will make it easier for parks visitors, including people with disabilities, to get around the park. The improvements include improving the sidewalks and paths from the parking lot to key areas like the play areas and sports facilities.

1.                     Playground Upgrades:
The existing engineered wood fiber material in the playground area will be replaced with artificial turf. This upgrade will not only improve the appearance of the playground but will also enhance safety, reduce maintenance costs, and provide a more comfortable play surface for children.  Additionally, shade structures will be installed over the play equipment to protect the equipment, children and families from the sun.  This will make it more comfortable to visit the park, especially on hot days.

2.                     ADA Accessibility Improvements:

In keeping with the city’s commitment to accessibility, new sidewalks will be constructed to improve access for individuals with disabilities. Additionally parking lot improvements to add striping and signage creating ADA parking to enter the park will be installed. These improvements will ensure that all visitors, regardless of mobility, can enjoy the park’s amenities.

3.                     Basketball Court Resurfacing:
The existing basketball court will undergo resurfacing to provide a smooth, safe, and durable playing surface for the community. This will revitalize the area, making it more inviting for local athletes and recreational users.

4.                     Bottle Filling Drinking Fountain:
A new bottle-filling drinking fountain will be added. This will help parks visitors stay hydrated while at the park and encourage the use of reusable water bottles, which is better for the environment.

 

Project Funding and Timeline:

The Victory Gardens Park Improvements project will be funded through a combination of Community Block Grant Funds (CDBG) and park improvement funds.

Construction will begin in late-June and will be completed within 45 calendar days once construction has begun.

 

The City is authorized by Texas Local Government Code Chapter 271.102 to participate in cooperative purchasing programs to procure goods and services, satisfying any state law requiring the local government to seek competitive bids. As such, this procurement is compliant through the BuyBoard cooperative contract #679-22.

 

 

Council Committee, Board/Commission Action:
The Parks and Recreation Board provided consensus for the proposed improvements on May 18, 2023, prior to submission for Community Development Block Grant Funding.  The Parks and Recreation Board review and provide feedback to staff regarding all proposed park improvements, but do not take a formal vote during those discussions.
