Background Information:
The applicant is requesting a Development Agreement for a proposed mixed use commercial and single-family residential development. The site is approximately 153 acres and is directly adjacent to the Whisper Planned Development District. The site is located along the future FM 110 corridor at the southeast intersection of Harris Hill Road and Yarrington Road.
The applicant is proposing development standards consistent with the existing Whisper Planned Development District which was approved in August 2017. The Whisper PDD consisted of a mix of Employment Center, Character District-4 and Character District-5 districts and associated standards prior to the adoption of the current Development Code in 2018. The applicant is proposing the use of the same standards in this development. Use of Employment Center and Character District-5 is proposed West of the future FM 110 and Character District-4 and Character District-5 is proposed East of the future FM 110.
The applicant is proposing one change in the development agreement which would allow unrestricted parking in the first layer of the lot within the ~50-acre Employment Center tract West of FM 110. The current Whisper PDD restricts surface parking to one row only and prohibits garage parking in the first layer.
The applicant is proposing to connect to City waste water facilities and Maxwell Special Utility District water facilities. The ~153-acre development will be annexed at the same time.

The City Council shall consider the initial authorization of a development agreement and may reject the application or direct further consideration and negotiation of the development agreement in accordance with Section 2.4.3.6 (Development Agreement Criteria for Approval)

During initial authorization the City Council may appoint a committee of its members for purposes of reviewing and facilitating negotiations with the property owner.
