Background Information:
On June 6, 2023, Council received a presentation during a work session on updates to the coordination between the City and Texas State University (TXST) for a seamless transit system.
On August 15, 2023, Council approved an Inter Local Agreement with TXST that provides:
1. Framework and processes under which the City and TXST will coordinate their transit systems and identify future TXST transit projects for funding by the City using federal transit funds.
2. Establishes initial transit projects and funding amounts.
3. Establishes the general form of subrecipient funding agreement that will be used as each project is approved for funding.
Council will consider two funding agreements on August 20, 2024. Funding Agreement #001 is to pass through fiscal year 2021 section 5307 Federal Transit Administration (FTA) funds in the amount of $2,569,118. TXST will purchase vehicles to put into the Bobcat Shuttle service, which is open to the community as a transit option. With the acceptance of these funds, TXST will become a Sub-recipient and will be required to maintain federal compliance.
The funding breakdown is as follows:
FTA: $2,569,118.00 // TXST: $642,280 // City: $0.00
TXST will cover the upfront cost of the vehicles, and the City will then reimburse TXST once all documentation for compliance is complete. This agreement will come at no cost to the City's General Fund.
The next steps of this project include final execution of the grant with the Federal Transit Administration, execution of the project on behalf of the community, and monitoring the project for federal compliance.
