Background Information
:

The previous City Park playground located at this site was designated for replacement due to its age and the improvements were included in the FY2020 Capital Improvement Plan.  During the COVID-19 pandemic, the Parks and Recreation Department received numerous requests for outdoor fitness equipment and active play opportunities suitable for various age groups. This location was chosen due to its accessibility to parking and the shared use pathway.

 

The City Council previously allocated $177,000 in ARPA funding towards this project in June 2023. However, given the uncertainty surrounding the design and procurement timeline, it was requested that these funds be reallocated to other city projects with pressing needs. Consequently, Parks and Recreation staff pursued grants and allocated park improvement funds to fully finance the project.

 

The Parks and Recreation Department submitted a matching grant request to GameTime and were awarded $82,876.94 towards the purchase of the equipment available through GameTime, located in Fort Payne, Alabama.  GameTime has a current contract#679-22 through the BuyBoard Purchasing Cooperative.

 

This equipment will offer diverse play and fitness options for individuals aged 2 to 13 and beyond, accommodating a variety of abilities. Adults will have the opportunity to engage with climbers and active play, similar to the experiences available for younger community members at the Children’s Park Playscape.

 

In addition, shade structures and playground turf will be installed in the main playground area. Individual pieces of fitness equipment will be strategically placed along the shared-use path, as depicted in the attached design.

 

An additional construction contract will come to City Council at a future meeting for consideration and will include the installation of all equipment being acquired under this agreement, an extension to the existing shared-use path from the parking lot as well as from the shared-use path to the basketball court, thereby enhancing accessibility for users.

Pursuant to Local Government Code 271.102, the City has authority to participate in cooperative purchasing programs therefore, staff recommends award of this contract to GameTime located in Fort Payne, Alabama, in the amount of $241,036.36 through the BuyBoard Purchasing Cooperative contract #679-22.

 

Council Committee, Board/Commission Action:
Parks and Recreation Board provided unanimous consent to the project on May 18, 2023.
