Prior Council Action: On June 16, 2026, during council consideration on first reading an amendment to the draft ordinance was made to clarify that authorized representatives of stakeholder groups identified in subsection (b) need not be residents of the City and that former members of the Historic Preservation Commission may also serve on the committee.

Background Information:

The recently adopted Historic Preservation Plan recommends the establishment of a permanent City Council-appointed Historic Preservation Plan Oversight Committee as a long-term implementation strategy to build on the success of public involvement and investment in the plan. The committee would meet regularly, at least twice per year, and would support implementation by tracking progress on goals and metrics, sharing updates, coordinating programs, and advising on potential amendments to the Historic Preservation Plan.

 

Establishing this committee requires amending Subpart A, Chapter 2, Article 3 of the San Marcos City Code and amending Section 2.067 of the Code to allow persons to serve on the committee and another city board or commission. The proposed committee structure mirrors that of the Comprehensive Plan Oversight Committee, and its bylaws will be adopted after members are appointed. A call for applications is anticipated in Fall 2026.

 

As with the Comprehensive Plan Oversight Committee, the proposed ordinance will allow service on this committee and another board or commission. If council does not agree with this proposed provision, it may remove with a motion to amend.

 

The draft ordinance that is attached reflects City Council’s amendment during first reading to clarify that authorized representatives of stakeholder groups identified in subsection (b) need not be residents of the City and that former members of the Historic Preservation Commission may also serve on the committee. Revisions reflecting the amendment from the dais are indicated in red font in the attached ordinance.
