Background Information:
Program History & Background
On September 14, 2021, the City of San Marcos entered into a shared mobility service contract with Skinny Labs, Inc., operating as SPIN. This partnership was established to enhance urban mobility by providing convenient and sustainable last-mile transportation options, particularly through the deployment of electric scooters (e-scooters) and, later, electric bikes (e-bikes).
Since its inception, the SPIN program has played a key role in expanding micro-mobility solutions, reducing reliance on personal vehicles, and promoting eco-friendly transportation across the city.
Program Goals
The SPIN shared mobility program is designed to:
• Provide reliable last-mile transportation for residents, students, and visitors.
• Reduce traffic congestion and vehicle dependency.
• Lower carbon emissions by offering sustainable travel alternatives.
• Improve transportation equity by serving underutilized and underserved areas.
• Support late-night and third-shift workers with extended service hours.
Program Achievements (2021-2024)
Over the past four years, the SPIN program has made a significant impact:
• 310,164 e-scooter rides completed
• 4,700 e-bike rides recorded since their reintroduction in May 2024
• An estimated 17,790 pounds of CO₂ emissions reduced
• 323,460 total miles traveled using SPIN vehicles
These achievements highlight the program’s contribution to sustainability and mobility accessibility within San Marcos.
2024 Pilot Program Expansion
In response to growing transportation needs, SPIN submitted a proposal on March 1, 2024, to expand its electric scooter service area east of Interstate Highway 35 (IH-35). Additionally, on March 21, 2024, SPIN proposed extending its operating hours from the existing 5:00 AM - 12:00 AM schedule to a 24/7 service model to better accommodate late-night riders and third-shift workers.
After a thorough evaluation, the City Council approved both proposals on May 7, 2024, paving the way for enhanced service availability.
As of July 1, 2024, SPIN officially launched:
• An expanded service area east of IH-35 to improve access in underserved communities.
• 24/7 operating hours, ensuring continuous mobility options for all users.
• Four designated SPIN deployment zones at bus stops along Aquarena Springs Drive and Uhland Road, strengthening the connection between public transit and last-mile travel.
Pilot Program Results
Following the implementation of these expansions, early results indicate strong community engagement and utilization:
• 1,487 rides recorded in the newly established East of IH-35 service area.
• 4,528 rides completed during the newly added 12:00 AM - 5:00 AM service hours.
These figures underscore the increasing demand for accessible micro-mobility options, particularly in areas with limited transit alternatives.
Next Steps & Council Consideration
This presentation will review the results of the SPIN East of IH-35 pilot program, present staff recommendations for further expansion, and seek City Council direction on the potential growth of the eastside service area including the East Aquarena Springs Drive Multi-family area, the Blanco Gardens Neighborhood and Walmart shopping center.
By continuing to refine and expand the SPIN program, the City of San Marcos aims to further enhance transportation accessibility, sustainability, and equity for all residents.
