BACKGROUND:
Approve the purchase of a Heavy Rescue Light Air Apparatus through Houston Galveston Area Council of Governments ("HGAC") from Metro Fire Apparatus Specialists, Inc., located in Houston, Texas, in the amount of $782,697.00. HGAC has awarded a contract FS12-13, Fire Service Apparatus to Metro Fire Apparatus Specialists, Inc. This is for a 2015 Spartan Full-Tilt Aluminum Cab, Aluminum Non-Walk-In Body, with a Single Axle. This apparatus will be replacing unit 52-503, a 2004 Ford F-550 (a smaller rescue vehicle without light and air capability). The current vehicle will be retained and repurposed as a service unit for our Support Services Battalion Chief.

An additional estimated $100,972.00 will be spent through cooperatives for the purchase of equipment necessary to outfit the apparatus to meet San Marcos Fire Department needs. Purchasing the equipment on an after-market basis increases cost savings over purchasing it from the apparatus manufacturer during build-out. The prices indicated on the attachment represent list price and we are confident we will be able, through various purchasing cooperatives and the RFQ process, to secure more favorable pricing.
This unit will serve as a regional resource and provide immediately available tools and equipment for all types of technical rescue; trench, high-angle, swift-water, vehicle extrication, and confined space. It will also, for the first time, give us the capability to refill SCBA cylinders on-scene of working structure fires, training, or other prolonged incidents. The light tower will be available for both the fire and police department's use during night time emergencies and investigations. Additionally, through our existing mutual aid agreements, this apparatus will be available to our regional partners.
