Background Information:
HSAB FUNDING NOTES
As Council has been previously informed, the Human Services Advisory Board will be meeting on a new schedule in 2026. The Finance Department requested that HSAB contracts be changed to Fiscal Year instead of Calendar Year, which will simplify the annual budget carry forward process. Therefore, the HSAB will meet April - June, and staff will present the recommended allocations to City Council in June or July.
Amount of HSAB funding will be set when the City’s FY2027 budget is approved by City Council in September. Unless directed otherwise by City Council, the HSAB will create recommended allocations totaling $750,000. If recommended allocations exceed the HSAB funding approved in the City Budget, the percent difference will be cut from all agencies’ recommended allocations.
City Council will consider approval of the HSAB’s recommendations after the second reading of the City Budget.
DOCUMENT CHANGES DIRECTED BY CITY COUNCIL
At the July 1, 2025, City Council Work Session, City Council directed staff to make the following changes to documents related to the Human Services Advisory Board. Now that preparations are underway for the FY2027 HSAB application review cycle, staff is bringing these changes forward for formal consideration. The mark-up of the document is included in the packet.

Item 5 and 6: Change references to quarterly reports by replacing the word quarterly with annual.
Item 8: Change the phrase “quarterly payments” to just the word “payments”
Recipient Agencies’ Annual Report
Add “number served last year” and “number served this year” to the Annual Report Form.
HSAB FY2027 Application Form
In the Council Priorities section:
• Change Question 2 from “Does the agency have an office in San Marcos (10 points if it does)” to “In what ways does your agency actively conduct outreach to engage San Marcos residents in its programs and services? (up to 10 points)”
• Delete Question 3 (about an increase) and move 5 points to the Community Impact Section and 5 points to the Community Need Section.
Note that the HSAB will review other sections at the public hearing to be held January 21, 2026, and may make changes to the sections other than Council Priorities.
