Background Information:

Staff is requesting approval of Change Order No. 11 to the Surface Water Treatment Plant (SWTP) Improvements Project, located at 91 Old Bastrop Highway,  construction contract with Archer Western in the amount of $396,944.02, of which $169,892.04 is to be paid by the City and $227,051.98 is to be paid by Guadalupe-Blanco River Authority (GBRA), for the installation of a new sample tap at the SWTP.

 

The Texas Commission on Environmental Quality (TCEQ) reviewed the City’s SWTP Concentration Time (CT) Study and identified revisions necessary to the previously approved disinfection zones. As part of addressing TCEQ’s comments and demonstrating compliance with the Surface Water Treatment Rule, an additional sample tap is required at the SWTP to provide the appropriate monitoring location.

 

The sample tap installation was developed separately from the original SWTP Improvements project and was not included in the original construction contract. Plans for the sample tap installation have since been completed. The City currently has additional work scheduled at the SWTP under Change Order No. 10, previously approved by City Council, to reorient the flow meter and valve. To reduce costs and avoid a separate construction mobilization, staff proposes adding the sample tap installation to the existing contract so the work can be completed concurrently with the work associated with Change Order No. 10.

 

The proposed cost for Change Order No. 11 is $396,944.02, increasing the construction contract from $13,895,614.90 to $14,292,558.92. The proposed pricing is valid through October 9th, 2026. Construction is anticipated to begin upon completion of the work approved under Change Order No. 10 which is scheduled to begin in winter 2026.
