Background Information:
Texas Department of Transportation (TxDOT) administers Transportation Alternatives Set-aside (TA) funds for locally sponsored bicycle and pedestrian infrastructure projects in communities across the state. Under the recent TxDOT TA program call, the City submitted the “Cape Street Reconstruction & SUP” project preliminary application (PA) to TxDOT in February 2025.
The Wallace Addition Drainage Improvements PER evaluated various off-site drainage improvements to reduce the flood risk within the neighborhood. As part of this project, the Cape Street channel requires improvements for better storm drain conveyance between Monterrey St and Luciano Flores St. The improvements along Cape Street include roadway design and construction, including a 10' shared-use path (SUP).
The City is working very closely with Hays County on the Cape St Park Pond project and with TxDOT on the SH123 multimodal sidewalk project (CSJ 0366-01-077). The proposed sidewalks along SH123 and the proposed SUP along Cape St will provide direct pedestrian access to neighborhoods, businesses, and nearby parks. The Cape St reconstruction & SUP project will provide multi-modal opportunities and enhance the Cape’s Pond Park connectivity to other nearby trails and bike routes.
The total grant request is $2,506,194. The City of San Marcos is eligible for Transportation Development credits, which allows the project to defer the local match until all federal funding is expended. As a result, if selected, the federal grant will cover 100% of the cost up to $2,506,194.
As part of the next step of the application package; TxDOT requires a resolution of support from City Council. If selected, City staff will bring forward an Advanced Funding Agreement for approval in the future. The project is anticipated to begin construction in late 2026 if selected for this grant.
