BACKGROUND:
The current contract for Aquatic Invasive Fish and Snail Removal Plan and Implementation (IFB 213-288) with Atlas Environmental expires on December 31, 2014.  Within the terms and conditions of the contract, the City has the option to extend for four (4) additional one (1) year periods, pending EAA approval and funding.  This will be the first extension.  Future contract extensions may be awarded administratively in the form of a letter of agreement signed by the Purchasing Manager.

The City will adjust the contract price for any extension period on a percentage amount equal to the new percentage change from the previous year in the Consumer Price Index (CPI) for Wage Earners and Clerical Workers as published by the United States Department of Labor, Bureau of Labor Statistics.  The CPI is a measure of the average change over time in the prices paid by urban consumers for a market basket of goods and services.  The current CPI adjustment would increase our current contract amount by 1.58%, or $394.37 for a new contract amount of $25,354.37.

The initial contract award for Aquatic Invasive Fish and Snail Removal Plan and Implementation with Atlas Environmental is effective January 1, 2014, through December 31, 2014, in the amount of $24,960.  The contract was not taken to City Council for approval because the dollar threshold was below the $50,000 City Council approval requirement.  Now that we are extending the contract, the total of the two years will bring the total dollar amount over $50,000 and requires City Council approval.

The contract will be effective January 1, 2015, through December 31, 2015.  The estimated annual amount of the contract is $25,354.37; however, the estimated amount for the remainder of FY15 is $18,963.68.  Purchases against this contract for FY16 are contingent upon the approval of the FY16 budget by the City Council.
