Background Information:

In May of 2020, Council passed an Ordinance prohibiting “for profit” motor assisted scooters.  This Ordinance provided for a scooter Pilot program and did not restrict private scooter use.  In the Summer of 2020, the University considered scooters as an alternate option for student transportation due to COVID-19 and the reduced capacity on the Bobcat Shuttle.  The University began discussions with Spin in June 2020 and the City joined those discussions shortly thereafter.  In August of 2020 agreements were reached with Spin to begin a scooter Pilot in the community.

 

The Pilot proved highly successful with robust usage and only three reported injuries, none of which required hospitalization.  Staff presented the Pilot results to Council in April of 2021 and received Council direction to continue the Pilot, and solicit a full time provider for scooters and dockless bicycles in conjunction with the University.

 

The University and city staff worked collectively on the request-for-proposal and the selection committee,  with the University procurement office managing the solicitation.
