Stormwater Master Plan
Background Information:
The attached change in service #2 will add an additional $195,050.00 to agreement 224-043 with Halff Associates which will add engineering services for stormwater management planning related tasks to the Stormwater Master Plan Update and increase the total contract to $1,244,050.00.
These additional tasks include Regional Detention Analysis and Fee-In-Lieu-Of (FILO) Fee Update, Regional Floodplain Storage Analysis, Batch Detention Specifications and Details Development, Water Quality Cost Assessment for FILO Fee Update, and San Marcos Floodplain Buffer Update. These additional tasks will aid in the City’s goal of proactively and effectively managing stormwater.
This On-Call contract with Halff Associates is for services related to the update of the City’s Stormwater Master Plan (SWMP). The City’s last update to the SWMP was in 2018 and the goal of this update is to continue the proactive planning process to address the City’s drainage and flooding issues. The SWMP update will consolidate past planning efforts and serve as a stand-alone resource while also incorporating guidance for improving stormwater quality. The contract also includes services related to development review and modeling assistance. The services will be utilized as needed when development permit review volume is high and city staff requires assistance to effectively manage or when expertise in hydrologic/hydraulic modeling development/review is required.
The stormwater master plan is on track to be finalized by the end of 2026.
