San Marcos Electric Utility Master Plan
Background Information:
The City has contracted for personal services with Frank McCamant, McCamant Consulting, LLC for professional wholesale power and utility consulting services since 2011. The current contract will expire September 30, 2026.
McCamant Consulting LLC, led by Frank McCamant, provides a comprehensive range of specialized services related to the electric power market and regulatory environment. These services include, but are not limited to:
• Monitoring, analyzing, and evaluating the City’s wholesale power supply interests.
• Tracking regulatory developments, formal market pricing structures, and emerging power generation options.
• Advising on and supporting the negotiation and finalization of customer supply arrangements.
• Assessing intermittent and progressive power generation strategies and their potential impacts.
• Serving as the City’s liaison with ERCOT, LCRA, and other state and regulatory agencies.
• Reviewing the City’s electrical financial performance and providing informed recommendations for improvement.
This request is to award a contract to Frank McCamant, McCamant Consulting LLC, for the annual fixed fee $92,400.00 and an amount up to $7,700.00 for reimbursable expenses annually beginning October 1, 2026; and authorizing three additional one-year automatic extensions for a total allowable term of four years.
Personal services are exempt from competitive bidding pursuant to LGC 252.022(a)(4).
