BACKGROUND

The attached professional services agreement for $149,875.00 with Lockwood, Andrews & Newnam, Inc. (LAN), will consist of providing Preliminary Engineering, Final Design, Bid and Construction Phase Services for the Coers Drive Improvements Project.  The project will provide storm drain improvements; replace 1,170 LF of wastewater main and 1,050 LF of water main on Coers Drive, from Old Ranch Road 12 to Owens Street.  The scope also includes the design of approximately 1,050 LF of 5’ sidewalks.

In 2015, the City asked Halff Associates to investigate the drainage runoff associated with the Old Ranch Road 12 Bike/Pedestrian and Widening project.  It was determined that there will be a negligible increase in runoff associated with the road widening.  Since a portion of the project drains to Coers drive, Halff Associates investigated the current drainage on Coers.  It was recommended that the two drainage crossing on Coers be replaced with larger pipes and the existing ditch widened to assist with current drainage problems in the area.

In addition to the drainage improvements, the water and wastewater will be replaced due to deteriorating conditions.  The design will also include a 5 foot wide sidewalk from Old Ranch Road 12 to Owens.

This project was presented at the January 19th City Council meeting with the update on projects north of Sessom.  The design will occur in 2016 with construction anticipated in 2017. This project will be completed prior to the start of construction on the Old Ranch Road 12 Bike/Pedestrian and Widening project.

Staff recommends approval of this agreement.
