Consider approval of Resolution 2024-225R, approving an agreement with Community Action, Inc. of Central Texas to provide personnel to serve as a Youth Services Director to administer youth services and programs for the benefit of the City, Texas State University, San Marcos Consolidated Independent School District, and Hays County in an amount not to exceed $143,000.00 annually, to be jointly funded by the City and such other entities, with a participation amount for the City not to exceed $71,500.00 annually; authorizing the City Manager, or her designee, to execute the agreement; and declaring an effective date.

Prior Council Action: City Council approved the Youth Master Plan with the adoption of Resolution 2013 -145R on September 17, 2013. City Council has approved previous contracts for the provision for Youth Director services with adoption of Resolution 2020-33R on March 3, 2020 and Resolution 2022-239R on November 1, 2022.

Youth Master Plan
Background Information:
The City Council approved the Youth Master Plan with the adoption of Resolution 2013-145R on 09/17/2013 following the hard work that was completed by the Core 4 (City of San Marcos, Hays County, Texas State University and San Marcos CISD) and community stakeholders throughout 2012 and 2013.
In 2020 the Core 4 partners were brought back together, and discussions were held regarding the need for a high-level position dedicated to the implementation and organization of the Youth Master Plan and its initiatives.
The City of San Marcos funds 50% of this position and the other three entities of the Core 4 Partnership equally fund the balance. The anticipated cost to SMCISD, Hays County and Texas State is not to exceed $23,834 per year, where the City of San Marcos will not exceed $71,500 per year. This is a two-year agreement.
While all entities will work with this position, the City of San Marcos will continue to be the contracting agent with Community Action Inc of Central Texas.
Attached is the City and Community Action, Inc’s agreement (redline and clean versions) for the provision of Youth Services by means of a Youth Services Director employed by Community Action, Inc. This two-year contract will begin on January 26, 2025.
