Background Information:

This action will increase the authorized contract amount by $601,000 for contract 223-289 with HDR. This ACIS also incorporates additional services into the scope of work, along with updating personnel rates that have not been revised since the contract was executed in 2023.

The original contract was executed on August 30, 2023, in the not to exceed amount of $99,000 to assist with development review of public improvement construction plans due to substantial increase in workload.  HDR was selected from the approved list of on-call list of qualified professional engineering firms previously approved by City Council via Resolution 2022-74R following an extensive Request for Qualifications solicitation and evaluation process.

 

This increase in contract capacity and scope will allow the City to expedite the emergency rehabilitation design of the Cape Road Bridge. HDR was selected based on their specialized expertise, their knowledge of applicable permitting requirements, and their prior experience designing the adjacent bridge located just west of the current project site.

 

The design is expected to start in September and take 6-12 months to complete. The construction cost and schedule is unknown at this time; but it will be highly dependent upon the environmental constraint determined during the design process.  The design will also consider the feasibility and cost of any temporary measure that can be installed to reinstate 2-way traffic while waiting on a permanent solution.
