Background Information:
On June 4, 2026, 2 bids were received for the Taxilanes Repairs project IFB # 2026-041. Harper Brothers Construction, LLC was the apparent low bidder with a base bid of $853,670 plus bid schedule #1 of $1,338,645 for a total award of $2,192,315. Based on their qualifications and references, they appear to be qualified to perform the work of this project.
This project proposes to rehabilitate portions of the existing concrete apron pavement at San Marcos Regional Airport. Other items of work include reconstruction of an existing asphalt taxilane, pavement markings, aircraft tiedown replacement, and a small area of emulsified asphalt slurry seal surface treatment. Striping will be included as needed to delineate the newly rehabilitated surfaces of the proposed taxilanes across the concrete ramp area.
City funds will be used for the base bid repair work and grant funding will cover up to 90% of the Bid Schedule #1 work. After contract award, staff will negotiate a change order with the contractor to maximize any additional grant funding and reduce the cost associated with the base bid as recommended by the design engineer. The bids have been submitted to the Texas Department of Transportation (Aviation Division) for review and concurrence is expected in September. The contract award will not be finalized until TXDOT approves the bids and finalizes Airport Project Participation Agreement (APPA).
The proposed construction is needed because it will enhance safety by significantly reducing foreign object debris (FOD) potential that is currently a significant issue across the ramp area. The benefit of this construction is that areas of deteriorated concrete pavement will be repaired so that the surface is improved for use by aircraft.
Construction is anticipated to start in November 2026 and end by summer of 2027.
