Background Information:

During the January 6, 2026, Workshop the City Council received a staff presentation and held discussion regarding the Paid Parking Pilot Program in the City Park Parking lot.

After extensive discussion, the Council provided direction to:

● Expand City Park Parking Permit eligibility to include residents within the 78666 zip code;

● Further expand City Park Parking Permit eligibility to include all residents within the San Marcos Consolidated Independent School District (SMCISD) boundary;

● Consult with Council before exploring any privatization of the program

Currently Chapter 82, Article 4 of the Code of Ordinance defines a resident as someone who resides within the corporate city limits of the City of San Marcos.  This Ordinance amendment will define a resident as anyone with a 78666 zip code or residing within the SMCISD boundary and will only apply to designated City of San Marcos paid parking lots.  Presently the only paid parking lot operated by the city is located at City Park.

A map illustrating the 78666 zip code and SMCISD Boundary is attached as well as a comprehensive memo of the City Park Paid Parking Pilot Program.
