Background Information:
Rio Vista Falls was constructed in 2006 and since that time has received limited maintenance, despite resisting consistent strong currents and several floods. In several locations underwater voids or undercuts have formed along the instream structures which require repair. The proposed repairs include additional foundation anchoring and erosion protection armoring to create a more robust system.
Often, riverine improvements require adaptive management practices to address issues as they develop. In order to perform the required maintenance, dewatering of the Rio Vista Falls is required.
This request is for Council to award to the highest ranked contractor based on the total scores and ranking. In accordance with Texas Government Code 2269 and City Purchasing Policy, the City solicited for Competitive Sealed Proposals #221-011, for the Rio Vista Falls Maintenance Project. On December 10, 2020, three proposals were received. All proposals were evaluated by a City-staffed evaluation committee. The evaluation committee selected Austin Filter Systems, Inc., (AFS) located in Leander, TX as the top-ranked contractor based on criteria published in the solicitation to determine the best value to the City of San Marcos.
Criteria consisted of:
• Prior Experience of River Division and Restoration for Projects of Similar Size, Scope and Scale - 40 max points
• Safety Record - 5 max points
• Prior Experience of Project Manager and Project Superintendent - 10 max points
• Project Approach and Schedule - 10 max points
• Price Proposal - 35 max points

As per requirements, City staff entered into negotiations with the top-ranked contractor, Austin Filter Systems. The project budget, scope, and the project scheduled were discussed with AFS. AFS agreed to the following conditions proposed by City staff:
• AFS’ best and final offer of $966,730 for Rio Vista Falls with work starting mid-September 2021. This delay in construction start is due to a delay in receiving permits and meeting the City’s goal of keeping Rio Vista Falls open during the summer season.
• AFS has agreed to hold their bid price of $173,395 for the work at Dog Beach alternate item until after the initial work is completed and provided the City can identifying additional funding.
