Background Information:
Three (3) bids were received on January 11, 2024, in response to Invitation for Bids #223-261. One bid was deemed non-responsive. Staff recommends award of an annual contract to the most responsive responsible bidder, EBR Enterprises, Cypress, Texas, in the estimated annual amount of $29,450. The total estimated contract amount for the full five (5) years is $147,250. Annual funding amounts will be managed through the issuance of purchase order and fund allocations.
The purpose of this contract is to remove non-native, invasive plant species from the banks immediately adjacent to the Upper San Marcos River from the headwaters at Spring Lake to approximately the CoSM Wastewater Treatment Plan per goals set forth in the Edwards Aquifer Habitat Conservation Plan. All plants will be chemically treated immediately after removal. The contract will monitor sites monthly to ensure the designated species do not re-grow after removal is complete as well as retreat areas as needed.
