Background Information:
On February 2nd, 2021 Council discussed and directed staff to bring back an ordinance to encompass the expanded option to complete work on any property owned as well as those of “extended family”. The expansion of this ordinance does not allow for any trade work, plumbing, mechanical or electrical, to be completed except as directed by state statutes.
The homeowner exemption in Sec 14.372 that allows a person to do work on their homestead has been in effect since before 2010. In 2012, the section was expanded to allow a homeowner to hire or use someone other than their own hands to perform the work.
Staff is also proposing to remove the expiration date for the homeowner fee exemption in section 14.006.
