Background Information:
The Arts Commission seeks to install a vibrant, large-scale mural on the public basketball court at City Park along the San Marcos River. This functional, interactive artwork enhances a highly visible recreational space while offering a unique cultural experience.
As part of a national public art movement, painted courts transform everyday infrastructure into visual landmarks-supporting tourism, community pride, and creative placemaking.
Staff conducted an in-person and online survey among court users to gauge interest in the project; of the over 100 respondents, the overwhelming majority were in favor.
Council Committee, Board/Commission Action:
The project was proposed and discussed by the Arts Commission during their 2023 Visioning workshop, launching a multi-year study by members and staff. The idea was presented to the Parks and Recreation Advisory Board in 2024 for consensus to move forward. Staff researched industry standards, met with Parks and Recreation staff, and consulted with professional installers to ensure project excellence. Since it had been two years since the original presentation to the Parks Advisory Board, the Arts Commission returned in January, securing unanimous consensus and formal confirmation of support.
