Background Information:
This action will establish a new On-Call General Engineering Services contract with H.W. Lochner, Inc. to provide professional design and engineering support for various projects approved in the FY2026 CIP. The on-call contracts will allow the City to efficiently issue task orders for engineering design, plan review, and technical support services as project needs arise.
H.W. Lochner, Inc., previously named K. Friese & Associates, Inc., was selected from the City’s list of pre-qualified engineering firms based on their demonstrated expertise in design and project management. This list was established through a Request for Qualifications solicitation process, RFQ 221-105 and included K. Friese & Associates, Inc., now named H.W. Lochner, Inc. This qualified list was previously approved by City Council via Resolution 2022-74R. Execution of this agreement, in the amount of $500k, will help with the City’s ability to advance CIP projects, such as minor water and wastewater project, in an efficient manner while maintaining quality and consistency in design and documentation standards.
Once this agreement is executed, staff will authorize design to begin on the Willow Springs Elevated Storage Tank water line replacement. The scope of this project is to replace 1,400 feet of 8'' water main/Well feed line to elevated storage tank. The current line in the last 3 years have experienced multiple breaks, and has reached its life span.
