Background Information:
The approximately one-and-a-half-acre site is currently located on Transportation Way in the City’s Extraterritorial Jurisdiction (ETJ) and is surrounded by City limits to the north, south, and west. The adjacent segment of Transportation Way, which contains both city water and wastewater lines, was annexed into the city limits in 2025 (Ord. 2025-45). The applicant is proposing to develop their site as a commercial flex space, and the annexation request is accompanied by a zoning change application for Heavy Commercial “HC” zoning. Per the draft annexation service agreement, water and wastewater will be provided by the City of San Marcos (in addition to Police, Fire, and EMS), whereas the site will be served by Pedernales Electric for electricity. Per best available data from the appraisal district, the site is located within the boundaries of ESD 3 and ESD 9. Staff will initiate removal of the land from these districts once the annexation becomes effective.
