Consider approval of Ordinance 2020-85, amending Ordinance 2020-81 by amending the time and locations for early voting and election day for a runoff election to be held on December 8, 2020 for position of Mayor and the one year remainder of the unexpired term of Council Member Place 5, making provisions for conducting the election; declaring an emergency creating the need to adopt this ordinance with only one reading; and providing an effective date.

BACKGROUND:
On November 16, 2020 Council adopted Ordinance 2020-81 that called the runoff election and set location, dates, and times. Staff is seeking approval of the attached Ordinance that outlines the Location and Times of Early Voting and Election Day for the runoff election to be held on December 8, 2020.
According to the ordinance passed December 16, Early Voting hours are 10:00AM-2:00PM Saturday (Nov. 28); 12:00 - 4:00PM Sunday (Nov. 29); 8:00-5:00 PM November 30 - December 3, 6:00 AM until 6:00 PM Friday December 4
The council requested that Monday - Thursday hours be extended from 5:00 PM until 6:00 PM each day.
Due to Staffing concerns by the Hays County Elections Administrator, in order for the City to have Early Voting hours from 9:00 AM until 6:00 PM on Monday - Thursday (November 30-December 3) the Sunday Early Voting would be removed.

SM Housing, First Baptist, and Sinai Pentecostal - unable to serve as EV Locations
