Background Information:
Currently there are 9 boards/commissions that have specific roles listed among the membership and 4 out of those 9 are currently experiencing attendance issues with members that represent a specific stakeholder.

One possible option would be to allow the members that represent specific stakeholders in specific roles on a board or commission to send a proxy from the same stakeholder in their place. This proxy could count towards a quorum and could either be voting or non-voting.

All of the ordinances adopting the absence policy are attached for review so that you may see the progression and changes made over time.
