Background Information:
On September 18, 2018, the City Council held a discussion and gave direction to city staff to prepare an ordinance amending the San Marcos Code of Ethics to clarify the process for disclosing the reasons for city officials' recusal from discussing and voting on agenda items. The attached ordinance requires city officials to publicly disclose the reasons for recusal at the time the agenda item triggering the recusal is introduced for discussion or action.
